V. Consent Agenda

A. Minutes: Public Hearing 11 - 20 - 06

∙ Councilman DeRito requested that the minutes of Nov. 27th be removed

from the consent agenda. Mayor Letchas confirmed that these minutes

would be approved later in the meeting

 

Motion by Councilwoman Gibson that the consent agenda be approved with this one change. Motion was seconded by Councilman Aiken and carried unanimously. Vote 7-0-0.

Mayor Letchas announced that the agenda has been amended to add one item under VI.

New Business – B – Resolution – Alpharetta Tax Allocation District.

 

VI. New Business

 

A. Grants Administration – Presented by Amanda Day

1. FY06 Citizen Corps Program Grant

The recommendation is to adopt the resolution providing approval of the submission of the FY06 Citizen Corps Program Grant application to the Georgia Emergency Management Agency.

 

ž The Citizen Corps mission is to actively involve all citizens in hometown security through personal preparedness, training, exercises, and volunteer service and provide a structured opportunity for citizens to augment local emergency response activities.

ž The City of Alpharetta desires to use these funds to train and equip 100 volunteers for the city’s Community Emergency Response Team and 20 volunteers for the Citizens Auxiliary Patrol Service.

ž The FY06 Citizen Corps Program (CCP) funds will be used to support Citizen Corps Councils with efforts to engage citizens in all-hazards prevention, protection, response, and recovery.

ž The program provides funds for states and local communities to:

(1) bring together the appropriate leadership to form and sustain a Citizen Corps council;

(2) develop and implement a plan or amend existing plans to achieve widespread citizen preparedness and participation;

(3) conduct public education and outreach;

(4) ensure clear emergency communications with the public;

(5) develop training programs for the public;

(6) facilitate citizen participation in exercises;

(7) implement volunteer programs and activities to support emergency responders;

(8) involve citizens in surge capacity roles and responsibilities; and

(9) conduct evaluations of programs and activities.

ž Expenditures through the grant program must advance the Citizen Corps mission to have everyone participate in hometown security through preparedness activities, training, and volunteer service.

 

ž The Citizen Corps mission is perfectly aligned with two volunteer programs offered by the city’s Public Safety Department: Community Emergency Response Team (CERT) and Citizens Auxiliary Patrol Service (CAPS).

ž The Public Safety Department is requesting funding for these two programs to purchase the following items:

(1) 100 copies (using Kinko’s services) of the “Community Emergency Response Team Participant Manual” to provide to 100 new CERT members participating in CERT training;

(2) 120 Emergency Response Kits (including hard hats, gloves, first aid kits, etc.) for 100 CERT members and 20 CAPS members;

(3) 4 GPS Units for CAPS members; and

(4) Tables and chairs for CERT Trailer.

 

ž The Public Safety Department currently has two CERT training programs scheduled for 2007.

ž This grant will fund the cost of the equipment needed to add 100 additional individuals to the CERT program.

ž Currently, the city has 80 CERT members who have completed CERT training.

ž There are approximately 20 CAPS members.

ž This grant will provide them with emergency response equipment.

ž It will also provide them with GPS units for any search and rescue missions in which they accompany the Public Safety Department.

Note: A grant application was submitted on November 17, 2006. If council approval is not received tonight, the application will be removed from consideration for funding by GEMA.

ž Because this grant application was not received in the city’s grants office until Monday, November 13, the application had to be submitted before council approval was sought.

ž However, an email was sent to all council members regarding the application and its submission.

ž No emails were received from council requesting the application not be submitted.

ž This grant program funds 100% of the project cost. There is no match required by the city. The total request is $12,155.00.

ž A funding breakdown is as follows:

ž 120 Emergency Response Kits @ $86.25 each - $10,350.00

ž 4 GPS Units @ $175 each - $700.00

ž 100 CERT Manuals @ $8.05 each - $805.00

ž 1 Set of Table and Chairs - $300.00

 

ž The cost to the city is the time spent on the CERT and CAPS training by members of our Public Safety Department.

ž ALTERNATIVES – N/A

Motion by Councilman DeRito to approve A Resolution To Authorize The Mayor And City Council To Approve The Submission Of The FY06 Citizen Corps Program Grant Application To The Georgia Emergency Management Agency. Motion was seconded by Councilman Pained and carried unanimously. Vote: 7-0-0.

2. Fireman’s Fund Heritage Program

The recommendation is to adopt the resolution providing approval of a Fireman’s Fund Heritage Program grant application to the Fireman’s Fund Insurance Company.

  • The Fireman’s Fund Insurance Company makes available grants to local fire departments through their Fireman’s Fund Heritage Program.
  • Recently, a local BB&T donated money to the Fireman’s Fund Heritage Program to be awarded to Alpharetta’s Public Safety Department CERT program.

ž This is not a typical grant application.

ž The Fireman’s Fund Insurance Company created the Fireman’s Fund Heritage Program to assist local fire departments.

ž Fireman’s Fund focuses on providing funds for equipment, fire prevention tools, firefighter training, fire safety education, and community emergency response programs.

ž A local BB&T has donated funding to the program and earmarked it for the Alpharetta Public Safety Department’s Community Emergency Response Team (CERT).

Note: To receive this funding, an online application must be submitted as soon as possible.

ž The grant is provided by way of a $5,115 donation.

ž The Public Safety Department will use these funds to help equip the CERT trailer which will be used as a CERT command post/equipment storage for city and national needs.

ž The following is a list of equipment needed for the trailer.

ž The grant will be used to purchase as much equipment as possible.

Equipment includes:

ž 3 brooms/dust pans

ž 100 Rubbermaid containers – clear to provide easy viewing of stored equipment

ž 50 bungee cords

ž 25 Coleman coolers on wheels

ž 6 extension cords

ž 24x36 whiteboard with markers

ž 6 fire extinguishers

ž 250 first aid kits

ž 200 flashlights

ž flood lights and stand

ž 75 garbage bags

ž 20 5-gallon gas cans

ž portable Honda generator

ž 500 workman gloves

ž 30 safety glasses

ž 60 biohazard bags

ž 50 hoses with reels and nozzles

ž 100 paper towels

ž 30 plastic sheeting rolls

ž 50 16x20 blue tarps

ž 6 heavy duty staplers

ž 6 sledge hammers

ž 2 50-feet and 2 100-feet ropes

ž 100 piece tool set

ž 1 all hazard radio

ž 100 batteries

ž 200 safety cones

ž portable air compressor

This is not an exhaustive list, but includes many items necessary to adequately stock a CERT trailer.

3. Polaris Ranger Donation Program

The recommendation is to adopt the resolution providing approval for the submittal of the Polaris Ranger Donation Program application to the U.S. Smokeless Tobacco Company (USSTC)

  • USSTC has undertaken a commitment to award utility vehicles to emergency service organizations across the United States since 2002.
  • Vehicles are awarded through a competitive application process overseen by a review committee.
  • Successful applicants will receive a Polaris Ranger 6x6 utility vehicle from the closest Polaris dealer
  • USSTC provided 42 Rangers to fire-rescue, police, emergency medical services, emergency management, and wildlife law enforcement organizations in 2006; and has awarded over 240 off-road vehicles nationwide since late 2002.

ž A successful application will result in the delivery of a Polaris Ranger 6x6 utility vehicle. According to the USSTC Operation Ranger committee it is the most capable vehicle in its class.

ž The American-built vehicles will be fuel-injected and provide greater horsepower, torque, speed, and suspension.

ž The Ranger can seat three on a bench seat, an advantage in many emergency situations. (Please see attached sheets for further description about the Polaris Ranger.)

 

Organizations eligible to apply for the utility vehicle include:

ž Fire-Rescue – Volunteer and Career

ž Police/Sheriff – Municipal/County/State

ž EMS/Ambulance

ž Search & Rescue

ž Wildlife Conservation & Enforcement

ž Park/Forest Ranger.

 

ž If awarded, the Police Department will use the vehicle during the city’s many special events (i.e. Taste of Alpharetta, 4th of July Celebration, Dodge Tour de Georgia) to allow officers to more efficiently patrol these venues.

ž It will also be a useful tool to patrol Big Creek Greenway and other areas of the city not easily accessed by a patrol car.

 

Note: The application is due on December 29, 2006.

ž This is not a typical grant.

ž Instead of providing funding, USTTC will present the Police Department with an actual Polaris Ranger 6x6 utility vehicle.

ž The only costs associated with this vehicle are the regular maintenance and operation costs.

ž The Recreation and Parks Department has a vehicle similar to the Polaris Ranger and yearly operating costs are around $600, assuming no major repairs are needed.

Motion by Councilman DeRito to approve A Resolution To Authorize The Mayor And City Council To Approve The Submission Of The Polaris Ranger Donation Program Application To The U.S. Smokeless Tobacco Company. Motion was seconded by Councilman Paine and carried unanimously. Vote 7-0-0.

 

B. Resolution – Alpharetta Tax Allocation District –

Presented by Bob Regus & Sam Thomas

∙ Bob Regus present resolution to be adopted by Fulton County

Commission at their meeting on 12-6-2006.

∙ School Board will approve at their meeting on 12-14-2006.

∙ Question of Council to staff

∙ Public comment invited – none

 

Motion by Councilwoman Gibson to agree with this resolution to be adopted by the Fulton County Commission at their meeting held on Dec. 6, 2006. Motion seconded by Councilman Monson and carried unanimously. Vote 7-0-0.

Mayor Letchas placed the minutes of the Public Hearing for November 27th on the agenda at this time that were removed from the Consent Agenda earlier.

Motion by Councilwoman Gibson to approve the minutes of the Public Hearing on November 27, 2006. Motion was seconded by Councilman Paine and carried. Vote: 6-0-1 (DeRito Abstained). Councilman DeRito was not present for that meeting.

Citizen Comments: Don Nahser – Invited everyone to vote tomorrow. Public Service Commissioner is on the run-off ballot.

 

He also invited everyone to attend the Alpharetta City Band Concert on Sunday at the Senior building

VII. Reports:

∙ Councilman Paine invited everyone to attend the Annual Pal Ball on Feb. 2nd

Price is $75.00 per person.

 

Shop-A-Cop – Tomorrow night at local Walmart… 72 children will shop with

a $7,200 budget…. Thanks to Alpharetta Rotary Club donation of $2,000.

 

∙ Councilman DeRito announced the Public Safety Holiday Dinner at the

Alpharetta Marriott – Dec. 21st - $10.00 ticket.

 

VIII. Adjournment: There being not further business, the meeting was adjourned.
