Rezoning:
1. RZ06-05 Cowart Property, James H. Cowart, property surrounded by Holcomb Bridge Rd, Scott Rd. and Eves Rd., FC-Ac (Fulton County Annexed) to C-3 (Highway Commercial District), Land Lots, 712, 713.
(Deferred from June 12, 2006)
• The rezoning request is for C-3 (Highway Commercial) for retail and office. The applicant is requesting to build 152,961 square feet of retail and office on 22.17 acres of the property with a density of 6,899 square feet per acre. The number does not include the four outparcels.
• The applicant is also proposing an alternative plan for MPMUD zoning for residential, office and retail.
• The applicant presented the MPMUD project.
• Phasing of the project was discussed.
• Steep slopes were discussed.
• Safe pedestrian crossings to the main entrances of the project were discussed.
• Conservation easements were discussed.
• Downstream sediment analysis done before, during and after construction was discussed.
• Bonds for the possible failure of the stormwater retention and detention were discussed.
• Public comment heard.
Councilman Orlans moved approval of the alternative plan for the MPMUD zoning with conditions. Councilman Joyner seconded. Councilman Igleheart made a substitute motion to defer the item to the August 7 Mayor and Council meeting. Councilwoman Henry seconded and the motion passed 6-0.
The meeting adjourned at 11:05 p.m.
