Retreat meeting convened at 9:10 a.m.
Topic: Long-term Budget Analysis
· Rick Chaffin and Kay Love presented Mayor & Council with various budget projections for the years 2007 through 2011.
· Mayor and Council discussed revenue trends and expenses, and explored factors likely to affect future City budgets, including business development, impact of reform of Fulton County Board of Tax Assessors and future expenditures.
Topic: Bonds
· Mayor and Council discussed possible need for bond referendum for future capital projects.
Topic: Committees
· Councilman Igleheart and Rick Chaffin proposed that Mayor & Council consider a revision of the current system of Council committees (which are based upon various City departments) that would reduce the number of committees and meetings for Council members to attend, increase cooperation between City departments and make Council oversight more efficient.
· Mayor and Council discussed alternatives to current system.
· Mayor and Council reached consensus that Council members should be free to attend any committee meeting under present system, even though only two Council members are formally assigned to each committee.
· The Mayor directed that the notices of committee meetings be modified to include the possibility that a majority of Council members might be present to comply with Open Meetings notice requirements.
Meeting adjourned at noon for lunch and walking tour of downtown Decatur.
Meeting reconvened at 1:45 p.m. Councilman Igleheart was excused for afternoon session; all others from morning session reconvened.
Topic: City of Roswell's Relation to North Fulton
· Mayor and Council discussed Roswell's role in North Fulton, including possible use of Roswell jail by other governments, charities, health and human services, multi-district 911 service, effect of Milton County on Roswell, if created, need for increased awareness of public of benefits and advantages of Roswell, and Roswell's relationship with the Greater North Fulton Chamber of Commerce.
Topic: Economic Development
· Mayor and Council generally discussed economic development in the City and particularly in the area of Highway 9 from Sloan Street to Norcross Street.
Topic: Mixed Used and Quality Development
· Mayor and Council discussed the advisability and/or need for further mixed use development, including need to redevelop old residential neighborhoods and commercial districts.
· Mayor and Council discussed characteristics of Roswell that make it unique and further discussed how to maintain Roswell's unique character, while providing for future prosperity of the community.

Councilman Igleheart announced the upcoming Big Creek Park Wetlands Festival on Saturday, May 6, 2006 from 9:00AM to 12:00PM.
Approval to draft a resolution requesting Governor Sonny Perdue to veto House Bill 1097 - requested by Councilman Kent Igleheart
· House Bill 1097 allowing new LED/movable billboards throughout the State of Georgia was passed in the recent legislative session.
· Public comment invited.
Councilman Igleheart moved for approval to submit a resolution to Governor Perdue to veto House Bill 1097. Councilman Tolleson seconded and the motion passed unanimously, 6-0.
Consent Agenda
1. Approval of March 20, 2006 Regular Meeting Minutes (detailed minutes to replace Council Brief Minutes adopted on April 3, 2006) and approval of April 17, 2006 Council Brief Minutes. Administration and Finance
· Public comment invited.
Councilwoman Winiski moved for approval of the Consent Agenda. Councilman Orlans seconded and the motion passed unanimously, 6-0.

Mayor's Report
1. Presentation by Roswell Memorial Day Committee
· Roswell Remembers Memorial Day Ceremony & Picnic will be held on Monday, May 29, 2006 starting at 10:00AM, with the ceremony at 11:00AM, at the Faces of War Memorial Site on the grounds of Roswell City Hall.
2. Reading of a proclamation proclaiming May as "Heritage Days in May" month.
· Mayor Wood read the proclamation.
· The proclamation recognizes the month-long series of events which are sponsored by the City, the Historical Society, the Photographic Society, and other organizations.
· The month of May is nationally recognized as Historic Preservation Month.
3. Reading of a Proclamation for the Roswell Garden Club
· Mayor Wood read the proclamation.
· The proclamation honors the organization's contributions to the community.
· The Roswell Garden Club announced the award of a $1,200 grant to beautify and landscape the grounds of Barrington Hall.
· The Roswell Garden Club will be hosting an English Garden Tea & Tour on Wednesday, May 10, 2006 from 1:00PM to 3:00PM at Barrington Hall.
· The money from the tea & tour will be used for the matching funds required for the grant.
4. Approval to place FY07 Proposed Budget Presentation on the Regular Agenda at the May 8, 2006 Zoning Meeting.
Councilwoman Henry moved for approval. Councilman Joyner seconded and the motion passed unanimously, 6-0.
5. Public comments on the FY 2005 Comprehensive Annual Financial Report (CAFR).
· Public comment invited.
Administration-Finance - Councilwoman Lori Henry
6. Approval of an Ordinance to Amend Chapter 2, Administration, Section 2.1.1, Council Meeting Time, Dates and Quorum. (Second Reading)
· City Attorney read the ordinance.
· The ordinance is intended to clarify when telephone, video or other electronic means may be used in Mayor and Council meetings.
· The use of telephone, video or other electronic means of communication will not be allowed for Mayor and Council participation when there is a quorum; however, they may be used solely for the purpose of establishing a quorum.
· All members will be given the opportunity to participate and attempted to be contacted.
· The Mayor and/or Councilmember participating by telephone, video, or other electronic means of communication will participate in the entire meeting in order for their vote to be counted.
· Time sensitive matters will be determined by a majority vote of the Mayor and Council.
· The Administration & Finance Committee recommended approval at its April 6, 2006 meeting pending a review by the Legal Division.
· Public comment invited.
Henry moved for approval. Igleheart seconded and the motion passed 5-1, with Igleheart, Tolleson, Joyner, Winiski, and Henry voting for the motion, and Orlans voting against the motion.
City Administrator's Report
7. Approval to reschedule the Mayor and City Council Open Forum meeting on May 29, 2006 (Memorial Day) to Wednesday, May 31, 2006.
· The next scheduled Open Forum Meeting falls on a holiday.
Tolleson moved for approval. Orlans seconded and the motion passed unanimously, 6-0.
Introduction of Harris Robinson, the City's new Program and Design Manager for the City's Transportation Department.

8. Recommendation for closure to discuss personnel.
Winiski moved for closure. Orlans seconded and the motion passed unanimously, 6-0.

The Work Session was called to order at 8:30 p.m.
Transportation Master Plan
· Discussion of the goals and objectives of the Transportation Master Plan (TMP).
· The goals/objectives of the TMP are: to improve and enhance safety; reduce/address traffic congestion; expand bicycle, pedestrian, and transit mobility; and plan transportation system to support redevelopment.
· The consulting firm of Glatting Jackson has been compiling and analyzing data, reviewing Roswell plans and studies, conducting stakeholder interviews, and working with the City to coordinate activities.
· A public kickoff was held on March 30, 2006, followed by a weeklong open house and public workshop review meeting.
· Discussion of preliminary recommendations and strategies based on the goals and objectives.
· The TMP process will gauge and incorporate the relative effect and implications of plans, policies and infrastructure decisions derived from this major public outreach effort and the 2025 Comprehensive Plan Update.
· Four key strategies identified were creating a network; linking transportation to redevelopment; roundabouts at intersections; and completing streets.
· Hot topic areas identified included Houze Road, Old Alabama Road, Holcomb Bridge Road/GA 400, and Atlanta Street.
· Discussion of future Mayor and Council Work Session on a possible Saturday in the next 60 days.
Discussion of Newtown Annexation Area B
· Discussion of Roswell's interest in annexing Area B if they voted against being incorporated into Johns Creek.
· Kay Love, Deputy City Administrator, gave a presentation on the financial impact of the possible annexation of Area B.
· Area B comprises 2.8 square miles.
· Fire Station #7 would be servicing this area if annexed.
· Public comment invited and heard.
There being no further business, the Work Session was adjourned for Closure at 10:25 p.m.
