Consent Agenda

 

 

 



1. Approval of August 14, 2006 Zoning Meeting Minutes (detailed minutes to replace Council Brief Minutes adopted on August 21, 2006) and approval of August 21, 2006 Regular Meeting Minutes. Administration

2. Approval of emergency contract with Wade Coots for stormwater system repairs at 190 Spring Ridge Drive and approval of budget amendment BA9710-09-06-06. Environmental/Public Works

Councilman Orlans moved approval of the consent agenda. Councilwoman Henry seconded and the motion passed 6-0.

 

 

Regular Agenda

 

 

 


Mayor’s Report

1. Reading of the Proclamation for Constitution Week to honor the 220th Anniversary of the drafting of the Constitution of the United States.

Public Works Director Stuart Moring introduced Mike Leonard, Roswell’s new Water Operations Manager.

 

2. Discussion of Rules for Closure.

· The City Attorney read the resolution.

· The resolution outlines the rules for closure.

Councilman Tolleson moved approval. Councilman Orlans seconded and the motion passed 6-0.

 

Administration-Finance – Councilwoman Lori Henry

3. Approval of a Resolution to initiate procedures for the annexation of King’s Grant subdivision.

· The City Attorney read the resolution.

· The Kings Grant subdivision sits on 15.23 acres with 22 homes and has petitioned to be annexed into the City of Roswell using the 60 percent method.

· The annexation will become effective on November 1, 2006; however, sanitation services will not begin until January 1, 2007.

· The Administration and Finance Committee recommended approval at its August 3, 2006 meeting.

Councilwoman Henry moved approval. Councilman Orlans seconded and the motion passed 6-0.

4. Approval of a Resolution to initiate procedures for the annexation of Old Surrey Place subdivision.

· The City Attorney read the resolution.

· The Old Surrey Place subdivision sits on 24.79 acres with 8 homes and has petitioned to be annexed into the City of Roswell using the 60 percent method.

· The annexation will become effective November 1, 2006; however, sanitation services will not begin until January 1, 2007.

· The Administration and Finance Committee recommended approval at its August 3, 2006 meeting.

Councilwoman Henry moved approval. Councilman Orlans seconded and the motion passed 6-0.

5. Approval of a Resolution to initiate procedures for the annexation of Wynfield Estates subdivision.

· The City Attorney read the resolution.

· The Wynfield subdivision sits on 35.935 acres with 59 homes and has petitioned to be annexed into the City of Roswell using the 60 percent method.

· The annexation will become effective on November 1, 2006; however, sanitation service will not begin until January 1, 2007.

· The Administration and Finance Committee recommended approval at its August 3, 2006 meeting.

Councilwoman Henry moved approval. Councilman Tolleson seconded and the motion passed 6-0.

Public Safety – Councilman David Tolleson

6. Approval to purchase and install the Knox Box Key System in City facilities in 2006 and phasing in all commercial buildings with monitored alarm systems and/or sprinkler systems and gated communities in 2007.

· The Knox Box key system will provide the Fire Department access to secured buildings during a fire alarm, sprinkler alarm, sprinkler activation or any other emergency would require they have access to the building after normal business hours.

· The cost of each box is $200-$250 and the total cost to install the system in every Fire Department vehicle is $17,259.

· The Public Safety Committee recommended approval at its August 3, 2006 meeting.

Councilman Tolleson moved approval. Councilwoman Henry seconded and the motion passed 6-0.

Recreation and Parks – Councilman Terry Joyner

7. Approval of the final Master Plan for the Barrington Hall property prepared by Robert and Company and The Jaeger Company.

· The City has budgeted $75,000 in the current budget for work at Barrington Hall as part of master plan for the property.

· The work includes: a gravel parking lot, ADA parking lot, a sidewalk from the ADA parking lot to the house, an ADA ramp on the west side of the house, reconstruction of the stairs on the east and west sides of the porch, grass the west garden, install appropriate lighting on the west side of the house, and internal signage and landscaping.

Councilman Joyner moved approval. Councilwoman Winiski seconded and the motion passed 6-0.

City Attorney’s Report

8. Recommendation for closure to discuss acquisition of real estate, personnel and litigation.

Councilman Igleheart moved approval. Councilman Joyner seconded and the motion passed 6-0.
