Consent Agenda

 

 

 



1. Approval of August 7, 2006 Regular Meeting Minutes (detailed minutes to replace Council Brief Minutes adopted on August 14, 2006) and approval of August 14, 2006 Council Brief Minutes. Administration

2. Approval of a Resolution to Accept a FY 2007 Special Project Local Assistance Grant award of $20,000 in State Funds on behalf of North Fulton Community Charities (NFCC).

Administration

  • The City of Roswell will serve as the fiscal agent for the flow-through of state funds to NFCC.
  • According to NFCC, the money will be used to renovate and purchase the NFCC building located at 11270 Elkins Road.

 

3. Approval of a Resolution to Accept a FY 2007 Special Project Local Assistance Grant award of $100,000 in State Funds on behalf of the Chattahoochee Nature Center.

Administration

  • The City of Roswell will serve as the fiscal agent for the flow-through of state funds to the Chattahoochee Nature Center.
  • The money will be used to complete construction on the new facilities at the Chattahoochee Nature Center located at 9135 Willeo Road.

 

 

4. Approval of a Resolution in support of Keep Roswell Beautiful’s grant application to the Waste Management Charitable Foundation/Keep America Beautiful and providing local matching funds, an amount not to exceed $10,000. Environmental/Public Works

· Keep Roswell Beautiful is applying for a $10,000, 2006 Think Green Grant to promote innovative programs and partnerships that showcase environmental stewardship and community improvement.

· The total cost for the project is $20,000, and while there is not a required match, KRB is asking the City to support the project by providing up to $10,000 in matching funds. KRB is planning fund raising activities to provide up to $5,000 in matching funds.

5. Approval to authorize the Mayor and/or City Administrator to sign a contract with Transportation System Design Engineers through the On-Call Services Contract for the design of Holcomb Bridge Trail (Steeplechase to Fouts) in the amount of $39,800.

Transportation

  • The Holcomb Bridge Trail (Steeplechase to Fouts) will add a ten-foot multi-use path along Holcomb Bridge Road.
  • The Transportation Committee recommended approval at its August 14, 2006 meeting.

 

6. Approval to authorize the Mayor and/or City Administrator to sign a contract with Transportation System Design Engineers through the On-Call Services Contract for the design of the Sidewalk Connectivity project on the southeast side of Warsaw Road from Tahoe Run to Worthington Hills Drive to Singing Hills Drive in the amount of $7,700.

Transportation

  • The Sidewalk Connectivity project on the southeast side of Warsaw Road from Tahoe Run to Worthington Hills Drive to Singing Hills Drive will add a five-foot sidewalk and a two-foot grass strip along Warsaw Road.
  • It will provide a sidewalk connection between the Star House and Mimosa Elementary School.
  • The Transportation Committee recommended approval at its August 14, 2006 meeting.

 

Councilman Orlans moved approval of the Consent Agenda. Councilwoman Henry seconded and the motion passed 4-0.

 

 

Regular Agenda

 

 

 



Administration-Finance – Councilwoman Lori Henry

1. Approval to authorize the Mayor and/or City Administrator to sign contracts with AETNA, Guardian Dental, and UNUM to provide City of Roswell benefits for the period October 1, 2006 to September 30, 2007.

· A request for proposal was issued and invitations to bid were solicited from all major insurance carriers in the marketplace. Bids were received and evaluated based on price and like coverage for all benefit lines.

· The average marketplace increase for the healthcare industry is 12 percent. The City budgeted for a 10 percent increase to retain the City’s current coverage.

· The Administration & Finance Committee recommended approval at its August 3, 2006 meeting.

Councilwoman Henry moved approval. Councilman Igleheart seconded and the motion passed 4-0.

 

2. Approval of an Ordinance to annex the Summerhill Farm subdivision. (Second Reading)

· The Summerhill Farm subdivision has petitioned for annexation into the City of Roswell using the 60 percent method.

· The subdivision consists of 78 homes on approximately 40.7 acres.

· Its assessed value is $10,331,600 and the gross property tax generated will be approximately $62,889.

· Public comment heard.

Councilwoman Henry moved approval. Councilman Orlans seconded and the motion passed 4-0.

Community Development – Councilman Jerry Orlans

3. RZ06-20 Summerhill Farms Subdivision, Cagle Road, Land Lot: 1165, R-4A conditional (Single-Family Dwelling District) to FC-A (Fulton County Annexed)

Councilman Orlans moved approval. Councilwoman Henry seconded and the motion passed 4-0.

Environmental/Public Works – Councilman Kent Igleheart

4. Approval to authorize the Mayor and/or City Administrator to sign a contract extension in the amount of $20,000 with WWETCO, Inc. for professional lobbying assistance in connection with water resources management.

· WWETCO and Kelly & Weaver have assisted the City through its lobbying efforts in bringing in $6 million in EPA grants.

· The firm is requesting a contract extension through December 31, 2006 for $20,000.

Councilman Igleheart moved approval. Councilman Joyner seconded and the motion passed 4-0.

City Administrator’s Report

5. Approval to reschedule the Mayor and Council Regular Meeting on Monday, September 4, 2006 (Labor Day) to Wednesday, September 6, 2006.

Councilman Orlans moved approval. Councilmen Igleheart seconded and the motion passed 4-0.

Work Session of the Mayor and City Council, Monday, August 21, 2006

The Work Session was called to order at 8 p.m.

Council members present: Lori Henry, Kent Igleheart, Terry Joyner, and Jerry Orlans. Paula Winiski and David Tolleson were absent, excused.

 

Recreational Access and Traffic Calming on Old Riverside Road

· Deputy Community Development Director Clyde Stricklin led the discussion.

· Residents in the area voiced concern about: Soil Erosion; Traffic on the gravel road; Pump Station area being used as an input for canoers and kayakers.

· Concepts, based on input from residents, were presented to Mayor and Council.

· Public comment heard.

· Mayor and Council directed staff to send the concepts to the August 31, 2006 Recreation Commission Meeting.

 

 

The work session adjourned at 9:15 p.m.
