Administration-Finance - Councilwoman Lori Henry

1. Approval of an Ordinance to annex Overlook at Litchfield Subdivision, Litchfield Hundred Subdivision, and Arnold Mill Property (Second Reading)

* City Attorney David Davidson read the ordinance.

* The Litchfield Hundred/Arnold Mill Road property consists of 587.27 acres and its owners have petitioned for annexation into the City of Roswell using the 60 percent method.

· Owners of 92.24 percent of the property and 75 percent of the registered voters approved.

· The assessed value of the proposed annexed Litchfield Hundred/Arnold Mill property is $13,901,460 and will generate approximately $84,618 in property taxes.

· The Overlook at Litchfield subdivision consists of 80.05 acres and its owners have petitioned for annexation into the City of Roswell using the 60 percent method.

· Owners of 65.58 percent of the Overlook at Litchfield property approved the annexation.

· There are no residents currently living on the Overlook at Litchfield property.

· The assessed value of Overlook at Litchfield subdivision is $757,560 and will generate approximately $4,611 in property taxes.

· The resolution initiates the annexation and zoning process with the City.

· If approved, the annexation would become effective on December 1, 2006.

* Public comment heard.

Councilwoman Henry moved approval. Councilman Tolleson seconded and the motion passed 6-0.

2. Approval of an Ordinance to annex Summerhill Estates area. (Second Reading)

* City Attorney David Davidson read the ordinance.

* The Summerhill Estates subdivision consists of 20.68 acres and its owners have petitioned for annexation into the City of Roswell using the 60 percent method.

* Owners of 90 percent of the land area and 70 percent registered voters approved the annexation.

* The resolution initiates the annexation and zoning process with the City.

* If approved, the annexation would become effective on January 1, 2007.

* The assessed value of Summerhill Estates is $2,203,240 and will generate approximately $13,411 in property tax.

* The Administration and Finance Committee recommended approval at its November 2, 2006 meeting.

* Public comment invited.

Councilwoman Henry moved approval. Councilman Orlans seconded and the motion passed 6-0.

3. Approval of an Ordinance to annex Sweet Apple Crossing Extended. (Second Reading)

* City Attorney David Davidson read the ordinance.

* Sweet Apple Crossing Extended consists of 98.09 acres and its owners have petitioned for annexation into the City of Roswell using the 60 percent method.

* Owners of 73.11 percent of the land area and 62.63 percent of the registered electors approve.

* If approved, the annexation will become effective on December 1, 2006.

* The assessed value of Sweet Apple Crossing Extended is $4,580,240 and will generate approximately $27,880 in property taxes.

· Public comment invited.

Councilwoman Henry moved approval. Councilman Orlans seconded and the motion passed 6-0.

4. Approval of an Ordinance to annex Cagle-Etris Area. (First Reading)

* City Attorney David Davidson read the ordinance.

* The Cagle-Etris area consists of 231.744 acres and has submitted a petition for annexation into the City of Roswell using the 60 percent method.

* More than 60 percent of the owners of the land area and registered voters signed the petition.

* The assessed value of the Cagle-Etris area is $5,858,100 and will generate approximately $35,658 in property taxes.

* The annexation will take effect on January 1, 2007.

· Public comment heard.

Councilwoman Henry moved approval. Councilman Joyner seconded and the motion passed 6-0.

5. Approval of a resolution to initiate procedures for the annexation of the Fox Hall area.

· City Attorney David Davidson read the resolution.

· The Fox Hall area consists of 237.57 acres and has submitted a petition for annexation into the City of Roswell using the 60 percent method.

· More than 60 percent of the land owners and registered voters signed the petition.

· The resolution initiates the annexation and zoning processes.

* If approved, the annexation would take effect on January 1, 2007.

* The assessed value of the Fox Hall area is $19,022,160 and will generate approximately $115,788 in property taxes.

This item was deferred until the November 28, 2006 Special Called Council meeting.

6. Approval of an ordinance to annex Pettett-Ebenezer. (First Reading)

* City Attorney David Davidson read the ordinance.

* The Pettett-Ebenezer area consists of 37.229 acres and has submitted a petition for annexation into the City of Roswell using the 100 percent method.

* If approved on second reading of the ordinance, the annexation will be effective on December 1, 2006.

* Public comment invited.

Councilwoman Henry moved approval. Councilman Orlans seconded and the motion passed 6-0.

6. Recommendation for closure to discuss litigation.

Councilman Tolleson moved approval. Councilman Joyner seconded and the motion passed 6-0.

Adjournment of Meeting

The meeting was adjourned at 7:50 p.m.
